Rationale
In Thailand, research excellence and societal impact constitute central pillars of quality assurance under the policy framework of the Ministry of Higher Education, Science, Research and Innovation (MHESI), formerly the Office of the Higher Education Commission (OHEC). MHESI explicitly recognizes research and academic contributions related to Service to Society as critical criteria in institutional evaluation and academic rank promotion. This policy underscores a national commitment to ensuring that higher education institutions generate knowledge that is not only academically rigorous, but also socially responsive, economically relevant, and development-oriented.
Similarly, the Commission on Higher Education (CHED) of other ASEAN countries advances a mandate that emphasizes instruction, research, and extension as integrated functions of higher education institutions. CHED promotes outcomes-based quality assurance, internationalization, and community engagement to ensure that higher education institutions contribute meaningfully to national development and global competitiveness.
Within this regional policy environment, research that produces measurable societal impact has become a strategic imperative. Impactful scholarship functions as a catalyst for transformation across multiple dimensions—community development, cultural preservation, environmental sustainability, livelihood generation, innovation ecosystems, governance, health systems strengthening, and quality of life enhancement. Research that addresses real-world challenges, supports evidence-based policymaking, and empowers vulnerable communities directly contributes to sustainable and inclusive development.
Globally, the call for universities to act as agents of change has been reinforced by the United Nations 2030 Agenda for Sustainable Development. The 17 Sustainable Development Goals (SDGs) provide a universal framework that connects local action with global responsibility. Higher education institutions are increasingly recognized as drivers of SDG localization—through research, knowledge transfer, partnerships, and capacity-building initiatives.
Against this backdrop, the 13th National and International Academic Conference, under the theme “Research to Serve Society,” affirms the university’s role as a knowledge institution that bridges theory and practice, scholarship and service, local realities and global agenda.
Co-hosting this conference with partner institutions—particularly across ASEAN++—carries strategic significance. It:
- Strengthens regional academic diplomacy and cross-border research collaboration
- Enhances comparative learning on SDG implementation
- Expands research networks that transcend disciplinary and national boundaries
- Promotes shared responsibility in addressing transnational challenges such as climate change, public health, migration, inequality, and digital transformation
The conference thus serves not merely as an academic event, but as an institutional mechanism to:
- Sustain a culture of research excellence
- Encourage interdisciplinary and applied research
- Promote socially engaged scholarship
- Strengthen institutional research ecosystems
- Advance ASEAN++ and global academic partnerships
In alignment with the Sustainable Development Goals, the opening segment of the conference is dedicated to reporting and reflecting on SDG-related initiatives of co-hosting institutions, culminating in a keynote address that situates institutional practices within broader global sustainability frameworks.
Objectives
- To provide an international platform for the dissemination of high-quality research findings by academicians, experts, lecturers, practitioners, and students from public and private higher education institutions.
- To facilitate scholarly exchange on theoretical frameworks, methodological innovations, applied research models, and community-engaged scholarship that advance sustainable development.
- To strengthen national and international research networks, fostering long-term institutional collaboration aligned with priorities on quality assurance, internationalization, and societal engagement.
- To share institutional strategies, best practices, challenges, and impact narratives related to the localization and implementation of the Sustainable Development Goals (SDGs).
- To reinforce the role of higher education institutions as catalysts of evidence-based policymaking, inclusive growth, and sustainable societal transformation.
